Best practices for emergency management state that you want to train people and communicate clearly. In practice root organizations for CERT's have a lengthy approval process making timely training and communication outside of an emergency situation some what restrictive.  Ergo, this map is not official in any way shape or form.  This map was created using QGIS and Johnson County AIMS free data layers.  GIS I think is very valuable to the planning process but FEMA data layers (like Hazus MH) are only available for commercial GIS platforms making it difficult for the every day volunteer to use it for disaster planning.
